Milter is an old Whimsun living in the Ruins. He has lived to well above the standard Whimsun lifespan, and has obtained a lot of wisdom throughout the years. He sort of used to be the leader of the little settlement in the Ruins he lives in, before he grew to old to keep doing it. His granddaughter is a Whimsalot who trained to a part of the guard but later returned home.
